Estimated economic impact of the proposed Access to Representation Act

Stout was engaged by the New York Immigration Coalition to perform an analysis of the cost to implement the proposed Access to Representation Act (“ARA”) legislation and the fiscal benefits that New York could realize if the legislation were implemented. Stout estimated that with an annual investment of approximately $330 million, New York may realize economic benefits of between at least $410 million and $674 million. The fiscal benefits are related to emergency shelter, Medicaid (mental and physical health care), foster care, health care funded by the indigent care pool, the juvenile legal system, and state and local tax revenue.

Stout also estimated the legislation could result in additional benefits that are not currently quantifiable, such as better educational outcomes for children, decreased likelihood of eviction or foreclosure, or decreased costs associated with homelessness like additional law enforcement and incarceration costs.
